Since the Allen brothers established the city in the early 1800s, the Houston real estate market has not witnessed a shift comparable to the one that occurred downtown during the past decade.

The oil collapse of the 1980s left downtown Houston desolate. Development paused, firms shut down, and stores and buildings were boarded up. The neighborhood's population declined, and many residents described downtown as "dismal, desolate, and neglected."
